Who gets to monitor peoples telecommunications

Government's need authority and national security. What do we do ethically about governments, private sector companies and technology?  Facebook, Google, Twitter and other agencies need peoples data to get money via ads.  Ads are really important for buisness.  What should we do about data collection and monitoring of telecommunications and data?
