Demand individual License for all councillors and Caseworkers

At the present time piggyback License is being allowed in the department of human services and extended services like drug councillors and other Councillors. So the best way to describe what I am talking about is as long as one person in the office has a license to practice in the field of study they can sign and agree to the actions of a fellow employee. We need to stop this Atrocious act.
Anyone that can go in and remove children from their homes must be required to have the proper education and training that the License will ensure.
