vagrancy and pan handling

Vagrants are an issue in our community. They vandalize, and destroy public and private property. They ask hard working people for money that we the people work so very hard for. While some of them have credit cards, debit cards and ebt cards as well. The solution is simple, we need to institute a no vagrancy policy to keep our community safe and clean.
