CPS delaying placement of children into family care and leaving them in Foster Care

Child Protective Services claim they are sensitive to children's cultural and racial needs but in Needles, California and San Bernardino County this just isn't happening. They feel the family members are more "strangers" than these often overcrowded Foster Homes. They are doing less to reunify families and leaning towards adoptions. We need to find out if there is financial gain in this issue!
