Demand Congress Invest in Care & Pay Home Care Workers - Black, Latina, Asian and Immigrant Women - A Living Wage!

It's no surprise that professions dominated by women, particularly Black, Latina, Asian and immigrant women, tend to be lower paying, less flexible and come with more risks. The most striking example that the COVID-19 pandemic highlighted is the home and community care services industry. People with disabilities and many seniors rely on these women to live with the dignity and independence they deserve. In turn, these workers put their own lives on the line during a pandemic, but weren't compensated appropriately or protected fairly.

Home care workers are the definition of essential workers and yet they make an average of just $17,000 a year. The largest payer for home and community based services in the U.S. is the federal government through Medicaid. That's why we need to demand Congress invest in Medicaid to make these jobs good paying union jobs.

Taking even a cursory look at the history of this industry tells us exactly why these workers do not have the rights and compensation they deserve. The industry has its roots in slavery, when Black enslaved women were forced to care for the needs of white families.

Since then, the home care workforce—which is 90 percent women, more than half women of color, and nearly a third immigrant workers—has been systematically excluded from worker protections. Home care workers didn't even have federal minimum wage protection until 2015.

We have an opportunity to transform care in this country and redefine "women's work" as the cornerstone of the economy that it is. We can provide high-quality care for our nation's parents, grandparents and people with disabilities through good union jobs. Now, Congress must deliver on the promises they made to the communities that put them in power.

Congress must finally raise the pay for home and community care workers and give them the right to a voice on the job.
