Create Laws to PROTECT those who have a brain injury

To protect those persons who have sustained a TBI (traumatic brain injury) or other brain injury by creating laws that address their injury and the behaviors that often accompany such an injury, particularly when inadequate, and short-term rehabilitation is given.  The injury and behaviors (whether sustained 5 decades ago) should factor in to the court proceedings and each individual case looked at closely and fairly so that the TBI survivor does not experience further punishment (such as incarceration) by authority figures and the legal system.
