Free STA Parking

We should have free parking for STA students. We should not have a parking pass system due to its flaws (forgetting the put out the parking pass results in a ridiculous 15$ parking ticket). This will make it easier for management by keeping them from having to check each car to make sure it displays its Pass. And parking tickets should be nullified and removed.
