Lets change animal hit and runs!

Kami's story.
Kami has been in and out of family's.
She was on her 3rd family now.
It was a nice spring day and Kami was in the backyard with her puppies.
She was running to the gate that was open and got out.
She ran into the street panting and holding her favorite ball inn her mouth.
She didn't notice the car coming and turned around right when it hit her.
When the man in the car noticed he hit something he sped off at about 90 miles an hour.
Kami was motionless in the street when her owner came and picked her up.
She got in the car and sped toward the vet leaving her husband with the puppies.
She picked up Kami and ran into the vet.
She was in the waiting room for about 10 minuts when Kami died in her arms.
Closing her eyes and never opening them again.

SO what should we do? I was thinking a $1,000 fine for this. Because it is wrong to runover an animal let alone speed away after
