Removal of Overgrown Pine Tree and Slope help

We are requesting that the very large, leaning pine tree on the slope on Estampida (behind 3110 and 3112) be removed. It is a nuisance due to the needles and pine cones getting into several of the neighbor's yards and water features whenever there is wind, making a mess on the patios and other living areas. It is leaning very precariously at about a 40-45 degree angle and is just above two properties. We feel that it could very likely collapse and fall during a storm, causing damage to at least two homes and the bedrooms that it would affect. This does not even address the severe damage that could be death-dealing.

To address the mud coming down the slope during rainstorms, we would like to find some solution. The mud comes over the retaining wall and sometimes has been 2" deep and a huge mess to remove and clean. This is because Bemus killed off most all of the growth/weeds, and etc so there is nothing holding back the dirt/mud. We have asked multiple times for straw-string bales for at least a temporary fix, but would really like to see a more permanent cement trench put in to connect down the hill to the trench that is already in place. Permanent plantings on the slope would be welcomed. Of course, all would like to see lovely backyards/slopes to enjoy.

The pine tree is of major concern as it could lead to loss-of-life and damage to properties.
But we feel the pine tree MUST go as it is becoming a huge hazard
