End Filibusters That Don't Repeal Legislation
The filibuster wasn't in the original constitution and didn't appear for a number of years after the creation of the US. We should pass a law preventing the use of a filibuster unless the legislation in question is being used to repeal previous legislation. This will help foster an environment of moving forward while making it more difficult to move backwards.
Make Congress more efficient. End filibusters that don't repeal legislation.
