Stop crimes against patrons in Washoe County Library system

In the Washoe County Library system. Employees are interfering with patrons' Internet access. These actions include:
Interfering with patrons' access to legal websites that allow users to post.
Interfering with patrons' email, causing patrons to believe that emails have been sent when there has been no email sent.
Preventing patrons from accessing Care2!!!
