Stop animal abuse now!

There are 16 cases of animal abuse every hour and I want stronger penalties for people that hurt animals of any kind.
People who have had a record with abusing animals shouldn't be aloud to get a new one, they should have a punishment that isn't just a slap on the wrist people have locked animals away in their own filth they have been beaten half to death and I want to change this bye suitable punishments, thank you.
