Help stop people from dropping animals off onthe road.

We need to stop the dropping off of animals.I had about 10 stray cats that are running around my house outsidde.You cant touch them since they were dropped of along time ago.We have a 6 monthold kitten we tok in it was in the road with out its eyes even being open.How can people do this?We feed the wild outside cats the best we can.But i know they have to get cold even though alot of them sleep in our little barn or sneek into neighbors garages.We need to let people know this is crule and they are hurting not helping the animals.
