Punishment for Vandals

We need to find a more appropriate and effective means of bringing the vandals to heel and stopping them in their tracks. Making them clear up the mess they or others have caused seems appropriate. Lets have them scrubbing off graffiti, clearing up the rubbish in the streets and railway stations, etc, rather than locking them up at our expense.
