Improvements for Ellenson DOG Park

Big Dog Side
- Move trash can away from bench to shade side.
- Install bench on south side by trees
- Install water line to union of both sides of parks and install water faucet/spigot.
- Install poop bags container near trash can inside park.
- Install lost & found / toy crate (crate on bench).
- Add porter potty for all visitors
