In Feb 1992, the Punjab Vidhan Sabha elections were held and the voter turnout was 22.9%. This means 77.1% didn't even vote, in protest of the way the govt. was acting. Mind it, this is the total voter turnout, so the winning govt got even lesser votes than this. From 1992-95, around 50,000 people were killed in encounters which was also much-much higher than the no. of ppl killed in 1984 and also many times more than those killed between 1984-1992.
Every police officer who was a part of the encounter was also paid a bonus amount of Rs. 41,000/- per killing. The figures of the killings that I have stated are those which are accepted by the govt. however, United Akali Dal estimated the figure at around 1,45,000. The large difference is as most of the rest were reported missing and have been missing since then.
In January 1995, the water level of the Sirhind Canal was lowered for repair work. One dozen bodies of young Sikh torture victims were found at the bottom of just one shore section of the canal with the hands and feet bound. There are hundreds of miles of the canals through the province.
There has been no attempt by the government to investigate the cases of extra-judicial executions and no attempt to inform families of the victims.
What do you expect from those who were treated this way?
Many Indians are victim of Govt.s actions which didn't allow international media to enter Punjab for around 15 yrs. So what they know is what govt. told them. Few movies like Machis, Hawaayein tried to bring truth to light but many scenes were censored as per govt. demand. If govt. had nothing to hide why did it not allow international media in Punjab. If all sikhs were fanatics, the army would never have made it to Amritsar and back after attacking Harimandir Sahib(Also known as Golden Temple).
