Iniate change to overcrowding at Hamblen County Jail

The resent passing of an inmate at the Hamblen County Jail has sparked controversy over the continued issue of overcrowding at the facility. Sheriff Esco Jarnagin first expressed his concerns about overcrowding as early as 2006, when he took office. County Mayor Bill Brittain has offered solutions to the issue, but attempts to iniate change have yet to be realized. There are several options to solving the issue, for example:

1. Distribute more tax-funded dollars to building a newer, larger facility to house inmates
2. Seize jail sentencing for non-violent offenders in lull of community service and/or increased fines for violations
3. Decriminalize non-violent crimes statewide ("no victim, no crime")
