By providing essential health and support services, home care preserves families and communities.

HCP needs your assistance to prevent enactment of Executive Budget proposals that will limit patient access to home care. In an effort to solve the current fiscal crisis, Governor Paterson has proposed over $150 million in home and community-based care program cuts and a restriction on services through a cap on personal care service hours. These cuts will impact elderly, disabled and chronically-ill New Yorkers and their families throughout the State.

HCP represents approximately 500 offices of Licensed Home Care Services Agencies (LHCSAs), Certified Home Health Agencies (CHHAs), Long Term Home Health Care Programs (LTHHCPs), Hospices, and other health related organizations through New York State. We, the undersigned, urge you to restore funding for home care and lift the personal care services cap in the 2010-11 State Budget. Failing to do so jeopardizes patient access to home and community-based care, leading to fractured families and communities.

As you continue budget negotiations, I urge you to consider the needs of your mother, father, spouse, child, brother, sister, or friend who may be unable to get assistance to prevent a potentially debilitating or deadly health event. If these proposals are enacted, the people I love - and the people you love - may be stripped of their choice to have this care provided at home.

Please protect home and community-based care in the 2010-11 State Budget.
