lets help reform our child welfare system for the better

We the undersigned would like for you to please take the time to read this petition, and please consider it. Not to worry about what others think, But by what is right. The Pre Amble reads...We the people of the United States, in order to form a more perfect union, establish JUSTICE, ensure domestic tranquality, provide for the common defense ,  promote the general welfare, and secure this blessing of liberty to ourselves and our posperity, do ordain , and establish this constitution for the United States of America. We have a God given right to raise our families the way we seem fit. While I realize that alot of people do not deserve these rights,rapists, child murders, and people who are unusually cruel to their children, There are so many people who have had their children taken away by the "hunch" of a social worker. If a parent overdoses on pills one time, does this constitute a child being romoved from their loving parents, especially for a one time incident. And these children are often removed for A year before they are even considered being returned , even if the parents have shown they have done everything to change. This is devestating and alot more traumatizing on a child then anything. Not to mention that they are put in overcrowded foster or group homes, Where many are abused and neglected more then they could have ever been by their parents. This leads me to one story I have followed since day one. The mother overdosed on oxycodone..she admits it was wrong, she was in icu and almost died. The children were with a sitter when this happened yet the kids were taken away. This lady finished all of her classes in october, and asked for unsupervised visits. Which she didnt get until 1 week before her permanacy hearing in April, then was told they needed to extend the case for another year because she was not bonding well with the baby that they took when she was 2 weeks old. And only allowed her 1 hour a week visitation for a year. She has gone above and beyond their expectations, and yet they felt she had not done enough. I believe that Capta , and anyone who deals with this should push for a time period that they are mandated to return children, of course, not to close the case, the parent should continue everything reccomended, and they should only be returned if the parent had complied from the first. But parents start losing hope, and the cps workers realize they will lose certain bonuses for returning children. People should not have to be seperated from their children for more then 6 months, unless of course there is undeniable evidence that the child could be harmed. And we believe that children should not be subjected to family isolation, and unsafe foster homes because the police found the parents drunk and high, with no previous records or accusations, federal laws state that neglect (which would be drug or alcohol abuse ) can only be used to take children if there is evidence that it is prolonged and frequent, not for a one time incident. I beg of you to look into this. And Please dont get me wrong, anyone who intentionally hurts a child should be punished to the full extent of the law, but should one mistake be allowed to scar a child for life. And should a parent have their child taken away, when there isn't enough evidence to support the allegations to charge the parent with something. You need undisputable proof to prove someone guilty in court, So how can a child be taken away when no charges are pressed, perhaps its because they know they wouldn't win. And they have the power to take the children away without proving anything...and 99% of the time, the judge agrees, regardless of the evidence. We love children, we want them to be safe, but children should only be removed for extreme circumstances, and only when charges will be filed, other wise they should be left at home with a heeded warning to the parents that if it happens again, or if they do not comply, the children will be romoved until all stipulations to correct the unfit parents downfalls are corrected.
