balanced Immigration for all countries
It may be common practice to seek reasons to exclude people from one country or another and no doubt the reasons all sem justifed when designed by those eager to prevent immigration in vast numbers I propose to lobby governments around the world to engage in constructive dialogue with respect to movement of peoples and nations so that the initial prejudice employed when immigration is broached ceases to be an issue if all countries espouse to the same principals
Given that the primary causes of migration have for all men been economic it makes sense to reduce the economic necessity to migrate to a zero This can be achieved in many ways but the underlying principal is that "for every subject willing to leave a country there must be another willing to take his place " If there are no takers for the place then the required prime must be met by that country which is forcing the migrant to move Eventually each and every migrant will fall into a category where his intrinsic worth to each country will be established and a running account of movements maintained in much the same way as capital in banks is maintained with financial exchanges being organised at governmental levels to allow for the payment to foreign states . Let's take the following examples a ; A doctor from Ireland is proposed a position in the USA Given that the educated doctor has drawn on the education system in his country of origin the receiveing country should compensate the country for their expense in his education The migrant will be faced with a decision as to whether he wishes to contribute to his own education system or should he let his new employer bear the burden b; an unemployed asylum seeker from Afgahanistan is found in Calais the Afghan state don't really want to be bothered by this exile and prefer to abandon this citizen The French state would exercise all thier rights in demanding a sufficient payment for the sejour to date and their expenses to date from the Afghan state The exile need not return to that country but his state would contiinually be obliged to support him in other countries To sensibilse that state would be a blessing in the long term because migration and its causes would be checked because outside the everyday rendition treaties we have commercial interests in both countries engaged ion trade and exchange . c Third world countries who need assistance to develop would be sponsored in their campaigns by long term debt arrangements from say the World Bank whereby those experts brought to those defined states would amortise over time their debt in much the same was as capital items are amortised and depreciated over time Any attempts to use these exchange aggrements for individual professions or persons would be subject to immediate pecuniary sanctions either directly at the ongoing meetings proscribed for just such problems. Long term assistance does have a limit as has any capital asset Percentage rightoffs will be agreed in advance by global state agreement. d Casual usage of mass immigration will be curtailed or indemnified by those doing the importation in this example we may refer to the fruit season where the employer will be invited to declare his harvesters and their origins before the start with no restrictions other than the duty of care to every individual For this service he will be chharged in much the same way as a service agreement is honoured whereby the government assess the inplicit loss to their economy byt the arrival en masse of such a workforce The migration of this mass is not prohibited nor condoned but it has a price and that price is equitable given the loss to the indigeneous society
