Make Pygmy and Dwarf Goats Legal in NYC

I think that people in NYC should be allowed to own Pygmy goats as a pet. They are known in other states as well behaved, well mannered pets, and they are able to adapt to any climate. I think that as long as they are under 3 feet and under 100 pounds they should be allowed to have one as a pet!
