Harassment by local law enforcement to legal marijuana and alcohol user who  are in legal conditions .Educate law enforcement & public on legal conditions of uses .State clear guidelines for users & public & law enforcement . Impairment is usual the matter ! If you do not have an impairment within legal limits no arrest should be able to be made by law enforcement to legal.users of marijuana or alcohol.
