Those under the policy are granted only conditional residency, not full citizenship. Individuals who qualify for deferred action have proven to this country that they are worthy and striving for the same successes as a U.S. citizen. Those eligible for this policy should be granted citizenship not conditional residency for a short two year period. Many of those eligible for deferred action have lived in the United States all their lives and know no other country. It is not fair to exclude them from the rest of society through lack of citizenship.
