Charge Cop Who Pressured Rape Survivor Into Sexual Relationship

In 2016, a Florida woman went to the Miami Police Department to report her ex-fiance for sexual assault. She provided a statement to Detective Michel Toro. Five days later, Toro sent her a text message telling her the case looked weak, and the proceeded to tell her how "beautiful and attractive" she was. Despite the woman telling Toro the texts "did not sit well" with her, he continued to send sexually suggestive texts, each becoming increasingly inappropriate.

Unfortunately, his bad behavior didn't end there. A few days later, Toro showed up at the woman's house after midnight and texted saying he wanted to see her. She went out and sat in his unmarked squad car where he kissed her and put his finger inside of her. Visibly shaking, Toro asked the woman if he did anything wrong, but she let him continue because she feared he would stop investigating her case if she did not let him.

Over the next few weeks, Toro continued to show up at the woman's house -- in full uniform with his badge and gun -- to have sex with her. She reports feeling coerced into the sexual relationship since she felt her case was on the line.

Eventually the woman told police about Toro, and an internal affairs investigation found that Toro had violated department rules as well as Florida's sexual battery law. However, Toro was never charged with a crime. He wasn't even fired - instead, he was allowed to resign. This means, Toro can become a police officer with another police department.

Police sexual assault is a very serious crime. If Toro isn't held accountable for abusing his power, he will be able to repeat his crime. Please sign this petition urging the Miami Police Department to charge Michel Toro with sexual battery and prevent him from becoming a police officer again.
