Provide Children with safe, permenant and nuturing families

The Vulnerable Children and Families Act of 2017 is a bill, H.R. 2532, that if passed will help realign the structures and reallocate resources in the Federal Government by ensuring Children are given the opportunity to grow up in a safe, permanent, nurturing and loving family. This bill also works to ensure intercounty adoption to the United States becomes a fully developed option for families with children in need. The Act is to protect the core value that families are the best protection and bedrock of any society. This act also protects the fundamental human rights of all children ensuring they can grow within loving care. A whole-of-government strategies approach will be used to address the gap between the United States foreign policy implementation. There is no current data that documents the number and needs of children in the world living without families, however, evidence has proven millions of children in these situations need immediate help. The Action Plan for Children in Adversity commits to achieving a world in which all children can grow up in a protective family care free from deprivation, exploitation and any other dangers. This proposed Act demonstrates the NASW code of ethics, standard 1.01, commitment to the client because it works to ensure children in adversity have the opportunity to grow in safe, permanent, nurturing and loving families. Science has shown that children and particularly infants living in deprived institutions suffer lasting and sometimes irreversible damage such as; reduced brain activity, lower intelligence, serious behavioral and or emotional problems and disrupted relationships with others.

The children living without families will be given the opportunity to grow in safe, permanent, nurturing, and loving care. This act will ensure intercountry adoption has viable options for families and children in need by implementing the United States foreign policy that coordinate with the Federal agencies on international policy and operational structures. I believe every child should be given the chance to grow in the loving care of families that truly have their best interest and protection.
