Pass a law prohibiting leaving chained animals outside in the cold, REQUIRE that all pets must be neutered unless there is a breeding license.

Animals suffer all the time due to mal-treatment or mis-treatment. They need food, water, shelter and CONTROL! They also need love given by grooming, nail trimming if necessary, whatever it takes to keep them comfortable.
