The law doesn't say I have to have a driver's license so do you keep pulling me over and giving me tickets for never receiving a license

I can't get ahead because every time I turn around I'm getting pulled over by the same cop it is not giving me tickets for speedy or my seatbelt he's only giving me a ticket for driving all suspended cuz he knows me he recognizes me and he keeps pulling me over it's not fair how can I get ahead I can barely afford the insurance on my car with the tickets I keep getting
