Permit to Operate 4 table private Poker game

We would like to operate a 4 table poker club in Ventura County, California.
This club is a Private Club, not open to the public, thus a public gaming license should not be necessary to obtain from the Dep't Justice of California.
We would create approximately 20 - 35 jobs, and would be willing to pay the apporpriate taxes, which California is in dire need of. We are asking for a permit to operate and the relevant rules and guidelines that are in place with the Dep't Gaming would be strictly adhered to.
