Ink Cartridge - Laser Toner Bottle Bill

The Bottle Bill keeps millions of pounds of glass and metal out of landfills.  This petition seeks to implement a bottle bill for ink cartridges and laser toner.  Consumers and businesses would be charged a "refund fee" when they purchase ink or toner cartridges.  This "fee" would be refunded to the consumer when he/she returns the cartridges to a recycling facility.  Sponsored by Castle Ink Cartridges
