Lower tattoo age to 16

Ten percent of American teenagers today have tattoos.  Most of these teenagers are doing it unsafely and going to someone who is probably using an unsterilized gun.  It would be much better for them to get it professionally done, and if it were legal they could. If a 16 year old is mature enough to drive a car then they are mature enough to make their own about what to do with their own bodies.
