Allow 3 hens per house hold with in city limits

The city of el paso does not allow chicken in city limits if they allow the keeping of chickens (3 per houses hold) in the city limits of el paso people and families will have fresh eggs\ meat to eat and the can donate the meat\egg to the local homeless shelters(voluntarily)for others to eat. many times people and families in el paso can't feed themselves due to money being scarce or if they are unemployed and have no way to make money. If chickens are allowed then people and families can feed themselves and could resolve the hunger problem in El paso,TX
