Today, I create this petition to denounce a problem of every day. Do not tell me you've never been informed by a friend or family member, a neighbor let his dog on his balcony.

Any breach of conditions can be described as ill-treatment within the meaning of Article R.654-1 of the new Criminal Code and fined a maximum of 763 euros per animal mistreated.
