Support G-Rated Billboard /Bus Shelter Ads

Since at least March 17, 2010, Toronto and its adjacent cities have been seeing an influx of ads on billboards and transit shelters depicting sexually explicit messages.  

The content of these ads is pornographic in nature and in direct contradiction with Advertising Standards Canada's advertising code, sections 14(d), and also their Gender Portrayal Guideline #3.  The current ad campaign to which we are referring is by a company called Buffalo David Bitton.  Similar ad campaigns by this same company have already received heavy criticism in New York, New Jersey, and in Montreal here in Canada.  Before this, there was the Virgin Mobile campaign and other companies who ignored Ad Standards Canada's codes and guidelines, and they continue to do so.

We have filed a formal complaint through Advertising Standards Canada, but to process the complaint can take between 2-4 weeks.  By the time they finish their proceedings the ad has run it course and the damage to our children has already been done.  When ads are so very offensive, and when children's psychological well-being is at stake, we believe our government should take pro-active measures to ensure it doesn't happen again.

As we have ratings for movies and have censors for television and radio broadcasting, in the interest of protecting our children, so we should have ratings for billboards.  R- and X-Rated billboards and bus stop ads should not be forced upon our children; instead, only advertisements rated for viewing by children should be permitted.  This will prevent unacceptably provocative and sexually explicit ads from being viewed by the youth while outdoors.

TO The Legislative Assembly of Ontario:
 
WHEREAS outdoor advertising has become focussed on exploiting women's and men's sexuality in order to sell a product;

WHEREAS large corporations have completely ignored the Advertising Standards Canada code, section 14(d), which states that advertisements shall not "undermine human dignity; or display obvious indifference to, or encourage, gratuitously and without merit, conduct or attitudes that offend the standards of public decency prevailing among a significant segment of the population";

WHEREAS these same corporations and their sexually explicit advertising campaigns also disregard Advertising Standards Canada's Gender Portrayal Guideline #3, which states, "Advertising should avoid the inappropriate use or exploitation of sexuality of both women and men."

WHEREAS Advertising Standards Canada's complaint process takes as long as the duration of the ad, and their decision is not legally binding;

WHEREAS we did formally complain through Advertising Standards Canada and after 43 calendar days we received their Council decision which agreed with our complaint, too late - the ads were already being taken down due to their expiration;

WHEREAS we have ratings for movies and have censors for television and radio broadcasting, in the interest of protecting our children from the harmful effects of violence and sexually graphic and/or explicit content, and yet children are exposed to outdoor advertisements, namely on billboards and bus shelters, that would otherwise be R- or X-rated and shielded from their view;

WE, the undersigned, petition the Legislative Assembly of Ontario to ban sexually explicit and provocative, nudity-based billboard, bus shelter, and other outdoor advertisements.  We need to have a legal body to take pro-active measures, such as screening ads before they appear in public and/or assigning penalties for breach of conduct by the advertiser or agency responsible.  Our children should not be forced to view such material while riding in a vehicle, utilizing the local transit system, or walking down the street.
