Create a Comprehensive Highspeed Rail

The United States needs to upgrade its transportation system to a highspeed rail network throughout the continental U.S.
 The road system is already completetly built out, so the U.S. needs to stop building and expanding the road system. The U.S. must build a rail system to move people more rapidly and with less energy than cars.
