Make blood testing mandatory for neglect and abuse cases.

This petition is created to aide in determining neglect in the case of animal neglect and abuse situations. Sometimes a photo or the looks of a dog will not be enough to determine legally, if a dog is neglected.  Every year dogs are left to suffer with neglectful owners because neglect could not be determine and in some states the dog must suffer considerably before taken from it's owner. Malnutrition can cause permanent and irreversible damage to the physical and mental state of the dog and also affects the dog psychologically.
Would you want to left to suffer because you weren't thin enough to proof neglect?
