Make it mandatory in NYC to call 911 in case of emergency

on 2/23/06 my daughter danielle chucka (17 years old) passed out at a friend's house.  instead of calling 911, the residents of the house dragged her body on to the outside deck and left her there for over 7 hours.

911 was finally called when Danielle's older sister came to their house looking for her but by then, Danielle had been dead for approximately 6 hours.  EMS informed Danielle's sister that if 911 had been called, Danielle's life could have been saved.  Danielle was 17 years old.

the people who were responsible for danielle's death were never charged because there is no law on the books in nyc that it's mandataory for  911 and/or an ambulance to be called . . .  please help me create such a law - the Danielle Chucka Law.  let's prevent this from happening to anyone else. . .

we the undersigned:

please help me put this law on the books in nyc.  everyone i speak to has no idea there is no law on the books - i too was surprised when the police informed me that no one had been arrested because there is no such law.  not having this law on the books in nyc affects both the young and the old - please help me prevent heart break to another family - let's put the danielle chucka law on the books.
