Facts:
1 one can ask any Home Depot or Lowe's paint sales expert and he/she will confirm LIGHT/WHITE NEUTRAL exterior paint for buildings REFLECTS the SUNRAYS from the sun, away from the walls back into the atmosphere. Physics 101. RESULT: right now, our condos stay nice and cool inside, low A/C, low electric bill. Edison is happy, I am happy, you are happy, even the state of CA is happy.
2. the exact opposite is true for dark/darker/colored exterior paints(unless an expensive compound such as Insuladd is mixed in) Each one, from the greens to the browns to the yellows and so on, ABSORB the heat from the sun. The heat stays in the walls, hot inside the condos, your A/C use is up, your electric bill is high. Everyone's unhappy.
