Share the Road, Share the Costs!

Cyclist need to follow rules on the road, and they do not. They create very dangerous situations by not abiding by rules. If we have to share the road with them, then they should have to share the costs with us. I propose that all cyclists on the road be required to pay an annual registration fee to be on the road. I also propose that they have to follow the same rules as everyone else on the road (motorists can not bend the rules, so cyclist should not be able to either). I there is not a sharrow for them to ride in, then they should not be able to ride there. It is too dangerous!
