felony for abuse & cruelty to animals

Me & my girlfriend rescue abused & neglected cat and dogs so they don't suffer of cruelty & neglect & the weather elements we have 8 rescue dogs 3 pittiess 3 boxers and a 25 yrs old chiuaua not easy that's why I'm asking for your help to make animal cruelty and neglect a felony in at least the United STATES OF AMERICA, TO SEE IF OTHER COUNTRIES FOLLOW OUR LEAD THANK YOU A MILLION !
