Stop giving addresses out to people for protection

When you want a protective order against someone you have to give your address it shouldn't matter where you are or when you see a person when you have protective order it's supposed to protect you. I have a protective order against someone and almost had nothing happen to them due to the fact I had moved and didn't have a chance to give new address and the man was there how is that fair to me when I had no clue he would be there? My child is terrified of him and so am I we shouldn't have to worry if he has our address for protection
