Get groups of cyclists off country roads

Anyone who lives in the countryside who is having problems with large groups of cyclists especially on Sunday mornings.
These groups have a complete disregard for the Highway Code by riding more than single file, ignoring road signs and traffic lights and holding illegal road races.
It is getting increasingly difficult to drive on country roads during the weekends due to cycling clubs.
Motorbike races, horse races and 'cruising' are all illegal on UK roads so why isnt cycle racing?
