Demand USPS to hand out tracked packages in Puerto Rico without scanning them

    As almost everyone knows by now Puerto Rico has been largely affected by Hurricane Maria. There's no comunication, electric power and water services. Getting food and other 1st necessity supplies is an odyssey. A lot of Puerto Ricans have sent priority flat rate boxes to their families and they've been denied to pick them up because they are not able to scan them. Even if they show ID, or have a key to the PO Box and tracking number. Can they just do things in an old school way? Write the tracking number in a paper / book and have people sign for it as received. Then send that list to a postal office where it can be entered into the system. There're elders, sick people and children waiting for this help. We hope the actions necessary for this are taken and wave the procedures in this emergency.
