Homeowner's Associations must allow an alternative to a grass lawn!

Lawns are terrible for the environment. They're not great for neighborhoods either since people compete to have lawns the same height, and blow lawn clippings into each other's flower beds. Now imagine how much time you would have if you didn't have to mow the lawn! Homeowner's Associations (HOAs) shouldn't be able to force people to have lawns.
