Stop the warden service stealth tax on pensioners and disabled people

The enforced wardens service charge for those living in bungalow sheltered accommodation, is a stealth tax. In my case it's £20.88 weekly, even though I've opted out of the service. This kind of tax drives pensioners and disabled people into poverty and does cause some of the 15,000 to 20,000 deaths each winter caused by cold related problems.
If you opt in to such a service, you should pay. For those who opt out, this charge should not apply and the equipment should be turned off at the control point. And it's suspected that in many councils, this is a form of income that they won't give up no matter the cost to those paying it.
The law needs to change to protect the vulnerable covered by this stealth tax, either stop it for non users or give 100% benefits to cover it. Too many disabled people and pensioners have died in the last 5 years or so, because of stealth taxes leaving them without heating or enough food.
Saying you took the property, so you pay is not enough. Many move to these properties, because where they live is unsuitable and makes their lives a misery or endangers life and limb. These bungalows are not an enclosed system like a block of flats, so people can live independently of these wardens.
