Change highway superintendent from appointed to elected

Due to The current issues with the towns highway superintendant including past and present lawsuits against the town as well as creating a non harmonious atmosphere between both town employees and town residents coupled with the town boards faliure to act or intervene, creates the need for the power of the office of town highway superintendant to be given back to the town residents in the form of makeshift no the position of highway superintendant an elected position.
