Demand an end to dogs being chain to rocks in Manitoba

    Dogs are chained to rocks in Manitoba. There is a facebook post showing a polar bear petting a dog. What is not shown is the polar bear killing and eating the dog which is what happened. The dogs are vulnerable and unable to protect themselves.
