Demand an end to unfair TANF policies and violating father's rights

Mothers sign up for TANF and the courts automatically make the father's pay for any cash benefits mothers are getting even if the fathers have no knowledge of benefits being paid to the mother on the child's behalf. In cases I've seen father's don't see there children because the mothers don't allow them, father's are notified by mail that they are to appear in court months later, fathers appear in court only to be told they are being place on child support because the mother isn't working and is on TANF benefits. During those months the mother were getting cash benefits the father walks into an unknown situation already in the rears owing hundreds of dollars and forced to pay. This can cost the father's their jobs, driver's license, tax returns ect. The child support policy states that both parents are financially obligated to care for the child yet when one parent is on TANF benefits only the other parent is obligated to pay and support the child 100% financially which is in violation of the child support policy. In some cases this seems to be extortion. My concern is the way TANF cases are being ruled in the court systems especially DC courts which brings me to this petition. People are taking advantage of the TANF benefits, father rights are being violated, there is not enough accountability being held for both parents to support the child financially, and there should be made a custody case before TANF benefits are ever given. What should happen is proof being presented in court that the father is absent from the child's life and does not support the child at all financially. An opportunity needs to be given for custody or the father and the mothers must come up with an agreement on joint custody and child support should be done at the same time as custody. TANF benefits should only be awarded if the father is nowhere to be found and even at that there should be a time expiration as to how long you are able to receive TANF benefits. A recipient should have to recertify every 6 months. The recertification should ask for Job searches, drug testing and to obtain a full-time job.
