Start regulating pet ownership, legislate against irresponsible owners.

In México people buy or adopt dogs and cats to drop them on streets once they no longer want the responsibility or change their minds about keeping a pet just to "throw" them out of the house like a bag with garbage. people don´t think about the suffering and pain these animals will have to face in everyday life besides the fact that these irresponsible "citizens" are the cause of a health and humanitarian problem inside their comunity. They should be held responsible and be banned from owning pets.
