SHUT DOWN PUPPY MILLS

i want running a puppy mill to be punishable by law.   the abuse of these living creatures has got to stop.   living in cages they can barely turn around in , living in their own feces,  never walking in grass, never cuddled or petted,  bred until they are used up!   This needs to be a felony!
