Protect all animals, especially dogs being euthanized and horses slaughter for meat.

There needs to be better control shelters taking animals without having the means to care for them. Local legislators/ humane societies/ state government need to put in an investigate the financial viability of the operators to continue care. I admire people that want to help, but if they cannot sustain that help then a protectin of the animals is apublic concern.
